Bylaw Updates

A copy of the proposed changes to the club's bylaws, which has been approved
by the board, will be mailed to all members with the invoices for the membership
dues and/or the annual fund raiser. The text will be essentially the same as
given below. The proposed bylaws will be mailed to the membership, with the
notice of the annual meeting, at the end of December, 2002. A vote on the
proposed bylaws will be taken at the annual meeting on Saturday, 18 January 2003.
The following are the changes from the 1997 version.
The format of each entry in the following list is the reason for
change (suggestions came from club members), followed by the place
in the new bylaws where the new wording can be found.
Not all suggestions were implemented, and are so noted.
Some of the suggested changes were withdrawn during the review
process. There were a large number of minor editorial
changes to correct grammar, punctuation, capitalization, and other
similar errors and inconsistencies. These changes are not noted
below.
- Clarify process for members to voluntarily become
inactive and to reinstate membership.
Article III, section 9.
- Add ability to expel members who commit a crime of
violence. Article III, section 10.
- Require continuous NRA membership by CRGC club members.
No changes made.
- Insure bylaws are in compliance with current legal
standards and conventions. Changes were editorial.
- Update CRGC mission statement. No changes made.
- Add job descriptions for each job mentioned in bylaws.
Article V, Section 3.
- Clarify titles and roles of officers, directors, and
committee personnel. Article V section 1, Article
VI section 1, Article VII. The old Article V was broken in
two parts, resulting in the addition of 2 new article titles.
- Review internal consistency of terms and definitions.

- Clarify payment of dues, payment dates, and termination of
membership for non-payment. Article IV, section 1.
- Check reinstatement of membership after involuntary
termination. No material changes.
- Allow board to change number of members. No
change made.
- Specify what information is required of new applicants.
Article III, section 2(b).
- Clarify requirements for applicants to become new members,
such as work parties, etc. Article III, sections 1 and 2(h).
- Clarify work party buy-out. Allowed by implication
in Article III, section 2(h).
- Change definition of quorum to be consistent with the
number of members. No change made.
- Add option of fee for late payment of dues.
Article IV, section 1.
- Specify new member requirements. Article III,
sections 1 and 2.
- Clarify honorary member status. Article III,
section 6.
- Allow board ability to increaze or decrease the amount of dues by up to 10% under certain restricted circumstances. Article IV, section 2.
- Clarify process of becoming life member, and the rights
thereof. Article III, section 7.
- Specify source of match rules for trap shooting.
Article X, section 1.
- Allow the Board to require more than one signature on CRGC bank checks. Article V, section 3(d).
